    The tribes behavior is pretty deplorable. The state has no obligation to offer a "compensatory package" for off-Rez construction projects. They're just pissed the state told them they couldn't use our tax dollars built boat ramp as their own private commercial launch/buy/sell location.

    If they want a commercial landing they should pony up and pay for one.

    The tangible impacts to their treaty right are nonexistent. It's a low level habitat concern, and "recreational competition" is a non-point....

    Why would they clip them? Nets don't care if there is an extra fin or not. Also, what kind of oversight do we have regarding how many fish they clip? The way I see it, not clipping fish is just one more way to get recreational anglers out of the game.

    I don't know who told who the tribes don't clip. That's a lie. They clip just the same as DFW. It's a federal requirement under the genetic management plans for hatchery operationsin WA.

    The Ghorst hatchery that the Kitsap Poggie club helps to run is all fin clipped... Cant speak for others.

    It's a Federal Corp permit to construct on the shoreline & in the water. This one is a little out of WDFW jurisdiction. Just bend over. That is what it takes to get work done and something new constructed.

    Let me clarify, the Corps will not issue the permit if there are objections by resource agencies or "tribes" that are affected. If some of the fish that the tribes could potentially harvest can be impacted by the new facility or construction then they can intervene on the permit and as you can see stall it in its tracks. So in order to get the tribes support, it is going to take some payola, or in p.c. terms, mitigation. As they say, what's in your wallet, then you can have your boat ramp.

    yup. The most frustrating part is the fact that a few short years ago, there was another boat ramp there. All this project is really doing is replacing the lost ramp.

    I say don't build it. Let them use Kingston or Salisbury Pt. It sucks but I don't think we should be paying for anything they are going to benefit from.

    Sorry to say this but that attitude hurts us all. Our co-managers (and Kitsap county allows this) use almost all the other public boat launches for their commercial ways. Salsbury, Kingston, Port Orchard, Bainbridge Is., Brownsville, etc..

    The ramp at PNP is really needed, the arguments against it are purely as mentioned a form of extortion.

    I guess I should have been a little clearer as the boat launch is needed but why should we pay for them to raise fish in pens.They take all the fish they want anyway regardless.

    This is just so wrong I get sick just thinking about it.. Pretty soon they well be asking for us to send them money if we want what we already already paid for.
