It's WA legal but only during moder firearm season. Not a legal "muzzleloader". The blasting cap has to be exposed.

It has an interchangeable nipple. Currently, it has a 209 Primer, which is not legal, but has nipples for blasting caps (included). along with nipple wrench and plug wrench There is a straight draw back bolt, the blasting cap is exposed. When you pull the trigger back, the bolt slams forward igniting the blasting cap. After hunting in many different states, WA required me to take hunter safety with a room full of 12 year olds. According to the conversation, it is a legal muzzleloader, without the scope (which was legal in Vermont) and the 209 Primer Ignition nipple (also legal in VT).
WDFW's regulations are more complicated than the US Tax code. so, I claim no legal expert here. I was told it is legal, Maybe Robodad knows. He is shopping for the XR version of the same rifle. XR is extended range, and don't believe it has anything to do with any legal featuers.
Yes it's completely legal and I'm not sure about the non- XR version but the XR Is very accurate, I would think this one is very similar !
