They’re legal in California. You can use them to catch baitfish north of Point conception (near Lompoc). Makes catching smelt and herring for sturgeon bait real easyHaha, I have one of those. Used to use it to catch shad and minnows in Oklahoma. Wish it were legal here…
That's because most people on the pier will claim they're not a citizen or don't speak English in an attempt to get out of tickets because they know it's a big hassle for a warden to try and identify them. Wardens know the ticket will never get paid because people will give false information, so why bother.There were guys using em off pine Ave pier every weekend during the summer..

It’s frustrating. We only have 290 game wardens on the books, truth is probably closer to 230 (roughly) actual hired and working. And we have the highest state population.
