Allowing a small number to be hunted and harvested every year by interested parties would work quite well in management of this issue.
First off, the simple reduction in numbers is going to help. There are far too many of them and we are seeing malnourished young ones being abandoned beacause of the overabundance and lack of forage to sustain them.
Second, it will help restore the fear of humans which these animals have totally lost. Ever seen how quickly the deer and elk disappear when it’s a week from hunting season? Same logic would work here. Maybe they wouldn’t destroy so many boats and docks if they didn’t feel so comfortable around us.
