Have to add the PENN Fathom II 12 & 15 size to that list.
Also, a little detective work may find some killer closeout deals on the "Gen1" Fathom 12 &15, which are still good choices.
A bit above the price range your list indicates you favor, and maybe even more detective work might be needed, but there are still a few of the phenomenal Torque 12 &15 star drags out there, some of which are marked down substantially.

For the price it’s pretty hard to beat the sealine IMO. 40# braid and 25xxx.

Sealine 20 is the cheapest, swap the drag washers out for CF and it lasts forever. I have the 20,30, both with CF washers go to reels for bait fishing. There still going strong after 15 years.

if your fly lining get as low a gear ratio as you can get fathom 11 the newer model has a 4.8-1 the newell is probably the lowest and can handle 25#

Honestly the bang for your buck in my opinion would be an okuma cortez 5 10 or 12 depending on how much line capacity you want. I have all 4 models. I forgot to mention the 55w i use for trolling. Im a very thrifty person. These reels feel really good, smooth and the bearings are great. Very salt corosion protected, havnt had any issuse. I service mine every season. I use straight pline cxx on all of them. They are graphite bodies with aluminum spools. Have stainless gears instead of brass and 18lbs of drag which is doable. The feel really well and light and pack a punch as well. I dont see alot of people using them. They are very low price in my opinion. Ive used sealines my whole life and these out perform them by far and im a diawa guy. Free spool is great and throw irons a mile. Sorry for going on but these are very durable and havnt done me wrong yet.

For me Torium 14, only cause my favorite reel is the Trinidad 14A and it’s the more affordable alternative. I’ve fished one before and it can do anything the Trinidad can.

I checked the penn website and it doesn’t list a 4.8.1 gear on the Fathom 12.. only the 6.1 . Am I missing something? I like the idea of the low gear.

I use the Trinidad 16 , for my
25LB setup,
And my son has the Torium 16, for his
25 Lb setups, both on 8 FT rods.

In the new "Fathom II" series, the larger sizes [25N, 30, 40] you have the option of buying the reel with either the 6-1 or 4.8-1 ratio.
If you want the 4.8-1 ratio in the 12 or 15 size, you must purchase the 4.8-1 pinion and main gear as "parts", and install them yourself [or have someone do it for you].
