If you return to a CA port from fishing Mexican waters, you must comply with CA DFW rules and regs (and therefore US), as well as Mexican Laws while fishing in Mexican waters.
Check your CA DFW pamphlet for applicable sections.

If your the authority here you should quote and cite the regs that support your claims.
In mex some species are fair game while in ca, their not. If you prove you fished in mex waters, Lisc etc. your golden. I don't claim to know everything,
But then when corrected you at least outta be accurate. Don't you think? Maybe you should check your cadfw BEFORE you fish.

Looking at the math the boat would not reach limits (in this case total passengers x 2) if you did not accept a hand off or catch fish on your own.
After catching your limit of a species you can continue to fish. You cannot bring on board an over limit. Hand off or release.

This post is old but you also need to take into consideration that the crew are all licensed, too.
