For sure call the city and get a hold of whoever issued the permits. Those guys can be total dicks to a Contrator who does shit like that, really hold up their job for endless inspections and other bullshit
Also if it’s deemed hazardous they would also have to remove and replace all the soil under it that the material could have possibly migrated too, a giant costly hassle.
Might be better to talk to the contractor first and give him a day to clean it up before you start calling. It’s entirely possible your neighbors told him it was ok and he trusted them and it wasn’t just a Dick move on his part

My thought is there is no "contractor" involved but rather "a guy with a bobcat and a jackhammer crew". Seriously don't think a "contractor" would even think of doing this knowing full well there's financial consequences to doing this. Which comes down to the Homeowner being on the hook for it all, and the obvious lack of permits, which are definitely required to demo a pool. Illegal dumping of HAZMAT is no bueno, and by the time all is said and done, very likely your neighbor's Homeowner's Insurance will be cancelled. Any retainer for an attorney will be money well invested!

The 2 workers said they spoke no English. So I spoke Spanish. I spoke to their stupervisor on the phone and go no satisfaction.
So I first called county building and planning. Confirmed no permits. They told me to call code enforcement.
Filed a claim.
I feel better now.
And I didn't go to jail. Yay

They advised to lock the gate for insurance purposes.
Because it's trespassing and if one of them accidentally brakes his face, I'm liable for any damages.
