Ok, I think I got everything done. For the NFMM you just email the manifest and receipt to [email protected] and thats it? or do you have to fill out a form of some sort. If that is correct, Do they email you back a form or just take the recipt and manifest with you? Thanx in advance.

I'm attaching a picture of the web page I end up clicking on the link to getting a license. That's as far as I have been able to get regardless of which link I click on next, it's unresponsive. I've tried different browsers too but no success. Am I not understanding something?

Here is Sandyego after it rains, the raw sewage from mexico pours directly into the ocean and migrates north. I believe hundreds of thousands of gallons yearly.IB is closed at least a third of the year from raw sewage pollution from mexico.

Your not alone with your question. Here is the problem, a lot of sites, Mexican official, and especially here on BD have put up lists of requirements... HOWEVER the Mexicans left hand doesn't know what the right hand is doing so that adds to the confusion. In Mexico the Mexican navy has all the say over what happens on the water and it is their list of requirements that mean anything! They could end all of this by simply listing them on their website, but they don't. I have seen a shit load of lists of requirements, BUT the only one I have ever seen put out by the Mexican navy was the one they put out when this shit first started, and since then they have treated it like it is a secret. Based on the shit they pull in this country they are probably doing the same thing. So to answer your question, on the list first put out by the Mexican navy having a VHF radio operators license and having Mexican insurance from a Mexican insurance company were on that list. The Mexican federal government requires all vehicles (and boats) to have this insurance. From all of the people reporting what they asked for when stopped, myself included, they did not ask for the license or proof of insurance. BUT, what I try and make sure everyone is aware of... just because they are not enforcing a law does not mean it is not the law and they can enforce it any time they want to. They do this in this country all the time.
With all the shit they have to put up with from the assholes that go down there and don't think they have to follow their rules I think they don't enforce it but leave the door open to boot your fuckin ass out of their country if youre a dick head when they stop you. A common practice law enforcement does in this country, they never take laws off the books they just stop enforcing them, but they are always there if they choose to.

For the questions/comments about the TIP. They have never sent something you can print out, unless it was a copy of the original, they always sent it to you in the mail because it was an official document with multiple colors and watermarks you could not do with your printer, and a sticker you are supposed to put on your windshield so they can see it without having to stop you, it was in plain site. It's been a couple years since I got one but that has been a well established practice they have done for years.
DISCLAIMER. I spent the time to put this up for your benefit not mine, it is based on my personal experience. I have no reason to make it up, believe it of don't, use it or don't, I really don't care. Later bitches, see ya on the water

I walk across at the Otay crossing and got my TIP permit. Take a picture of the serial number on your outboard and anything else significant and the will print you the permit right there. Easy to get back.

Because you will hear different stories I posted this o confirm that Mike gave you the real deal. Always a Mexican fishing license, you will also need a Ca. fishing license to bring anything back. A passport, which is a requirement of the U.S. anytime you leave or re-enter our country even if the Mexicans don't ask you for it.... and they might. Insurance through a Mexican company, which is a requirement by the Mexican federal government.
Just remember, just because a law isn't enforced doesn't mean it isn't the law, and can be enforced at any time.

The Mexicans don't enforce it but, in reality you are supposed to fly the flag of the country of your boats registry, this is your boats passport. Your better off not flying one at all rather than one of another country or that doesn't follow the laws of your own country, which to my surprise are not known by many of the guys here on BD.

Interesting, are the landings now requiring passports for offshore overnights into Mexico? It used to only be when destination was inside 12 miles.
This is exactly why I followed up on Mike's post about what it took and why I included, "just because a law isn't enforced doesn't mean it isn't the law". Since there is no money in it for them or they have an agreement with the local landings not to check them, the sport boats that is... doesn't mean that it isn't the law and can be enforced whenever, along with the difficulty to confirm what Mexico requires day to day to confirm the info Mike gave I made it simple by pointing out that your own country requires you to have one to leave or enter the U.S.
I don't write or make up the laws, I am just passing on some information that was asked for,AND most important is I told you how you can confirm it.
Two things I don't understand is (1) why do people ask a question if they don't want the answer or because your answer isn't what they want to hear... if you question it then look it up somewhere you can get an answer you want to hear or one that you think is credible. (2) Why does everyone make such a big deal out of getting a passport? They are easier to get and cost less than getting a drivers license. For those of you who like to argue, you have forgotten what you had to do to get your drivers license and what it cost you NOT what it costs you to renew it and that fee is for 3 yrs. the fee for your passport is good for 10.

do you and your friend have passports? Are you going on your boat or someone else's?
I'll be more than happy to take your $100 for about 1/2 hour of my time.
This is really easy, it's only a pain in the ass the first time you do it... like everything is the first time you do it.
I;ll put up a link for you, go there and follow their links to where you have to go and what you have to do.
if you run into a problem or get stuck send me a pm and I will help you.... and you don't have to pay me shit.

Just don't be an asshole and go down there without your paper work in order, it's just a matter of time before they get tired of people doing this, make an example of a few and crack down on everyone and be fucking assholes. I know that is what I would do so why wouldn't they.

Just remember this is all about the money, they don't make any money escorting you to the border and telling you to get the fuck out of their country and don't come back until your paper work is in order. They will make a lot of money when they start confiscating boats and selling them and deport your ass back to the US

Right now they are asking for a fishing license, an FMM (which takes a passport to get) a passport, your current registration, an eco system permit, and a TIP. You will need an FMM to get the TIP, they take the longest to get because they will mail you the certificate along with a sticker to put on your windshield, they are like under $50 and are good for 10 years. Just remember if it puts money in their pocket, they are going to want to see it.
Good luck. Later bitches, see you on the water.

it's a little hard tp see but there is a line on the top right of the website with options, one will say "us mex regulations" if you click on that a drop down window will have all the links you will need to fish Mexico, 12 miles off shore (Coronado's ) outside of 12 miles is Mexico's territorial waters out to 200 miles, all you will need to fish there is a passport and a Mexican fishing license. To get back into the US you will need a passport and a Ca. fishing license.
The Mexicans are totally cool.... Home land security has the biggest power tripping assholes you will ever meet. good luck.

Thanks... The navy made an announcement a couple years ago, a one time thing as far as i can tell and I have not seen it in writing or posted anywhere other than that one time. I have tried to tell people this, what those requirements were, of course they don't want to hear it or don't believe you. I have also told them that this is what they have been checking based on my experience and all the others I have heard. This has been, fishing license, current registration, passport, TIP, and an FMM/visa. I have also tried to make it perfectly clear that this is all that I have heard they are asking for, however originally they said they wanted just what you said, Mexican insurance and a radio operators license. People don't understand that the operators license isn't a Mexican thing it is an international law, here in the US they don't enforce it, and Mexico may or may not, HOWEVER just because they don't enforce it does not mean it is not the law and that they may enforce it at any time, and this is what has gotten me a bunch of shit from people, like I am telling them bullshit because they haven't heard of anyone being asked for it. Like I give a fuck because it puts money in my pocket or something. I don't talk shit, if some one asks me something and I know it is a certain way, then I tell them this is how it is... if i am not sure it is a certain way I tell them I think it is like this but you need to check for yourself. I hate it when people say something is one way or another and they don't know what there talking about and instead of being straight up and letting you know they aren't sure they tell you they know. SO EVEN THOUGH I have taken a lot of shit about it I try and make it clear, this is what they have been asking for, but this is what they said they wanted.... and understand that just because they haven't asked or haven't enforced a law, it is still the law and they can at any time.

There are so many ignorant guys on this forum that will give you shit about something they know nothing about it amazes me, and I admit i will bait them some times... my favorite is, did you know you can carry a gun to and from and during hunting or fishing with just a hunting or fishing license... there is always some asshole who will start talking shit and they don't know what they are talking about. BUT I have tried to step people out about shit that will land them in jail because I know they are unaware and I am trying to do them a solid... do they say thank you, NO... do they spend five minutes to check it out and see if you know what your talking about, NO.. they immediately start talking shit and showing how ignorant they really are... Example... it is illegal to have or carry a knife in Mexico. This is any knife, it doesn't matter, it doesn't say except for Bob and his fish cleaning knife. That is the law, just because they don't enforce it doesn't mean that it isn't the law and they won't. AND THE NUMBER ONE, and I admit I felt embarrassed for some of these assholes who just showed the world how ignorant they really are. Flying the flag... international laws requires you to fly the flag of your country of registry, this is your boats passport !!! This asshole was flying a Mexican flag and bragging how they never get stopped and checked for a visa etc. NO SHIT that is declaring you are a Mexican citizen, why would they check you for a visa? BUT when one of them sees that Ca. sticker and numbers on your boat... instead of escorting you to the border and telling you to leave and come back when you have the right paper work like they do with everyone else, these fuckers are going to be taking you to Ens. and putting your ass in jail. You wouldn't believe the shit i heard about that and the worst part was all these assholes showed how iittle they know about the laws concerning our own flag... or what a big deal flying any flag is.. unbelievable. The point is, if your going to put any information out there intending to help some of these guys, you will get some that appreciate it, but you will get just as many ready to give you shit for it.
Hey it's just my opinion and I could be wrong, I was wrong once before.
Meh, just be faster than the grey boat.

All trolling aside, it’s admirable of you to give all the tedious clarification for this convoluted mess. The whole process really begs for those fish to come on this side of the line.
