Just purchased a 1988 13 foot Hobie Power Skiff, this is my first project boat so learning along the way The boat had wet foam inside that was securing the gas tank, I tore it all out including the tank and sitting on the bottom was this hard black almost like peanut brittle stuff and smelled of gas. I took a putty knife and hammer and started chipping away at it. My concern now is that it has gone into the drain holes of the bilge and hardened and possibly into a spot in the boat I can’t see or access without taking the lid/deck off or cutting a hole in the deck. I am opposed to cutting a hole because of all the other holes in the deck including the giant one for the gas tank. Jas anyone ever had this happen or seen this before?

It's not hardened gas. It's probably just a combination of resin and foam from the manufacturing process.A little gas got onto it and that's why it smells.I've seen that before.Nothing to really worry about.

See if Acetone will soften or loosen it up. Looks like you have a lot of exposed glass fibers too.

Clean, scrape, vacuum it, then hit it with a medium strength degreaser. Let it sit, then pressure wash the F out of it. You’ll have a pretty clean slate to work with.

Motor oil will turn into tar and eventually harden up with other crap in there, gas, dirt, resin, leaves, pee pee, and whatever else. Oil turns to sludge, then to tar. Im not saying thats what you got, but thats what it looks like to me, especially since you say it smells like gas. Leaky motor, never cleaned up.

If it is oil, i would try to soften it up with PB blaster first with a soak, then clean it all up with degreasers. You need an oil based substance to dissolve the oil.
Many other ways to tackle that, i wouldnt want to gouge or scrape it tho. My opinion! Do at your own risk! And also PB smells pretty bad.
Nice little boat though! Have fun!
