I’m planning on building myself a spinning float rod for using 2-4lb line with a double scud rig and one single split shot, kinda set on it being a 9ft 2 piece fly blank with a moderate action. Any ideas on what weight the fly blank should be? 3 or 4 weight or something completely different? It’s essentially gonna be a fly rod for float fishing with very small flies but built as a spinning rod.

I'm definitely not an expert when it comes to fly setups, but my first impression is that anything with a splitshot you want more like a 5w rig

Yes. Depends a lot on technique and preferences of the angler. When I fish ultralight line like 2-4lb I like to use the backreel to manually allow drag and have the drag set slightly stiff as a backup. This allows you to keep the rod pinned to your liking.
If you are relying on the drag discs alone your experience may vary, but the tip will definitely keep a bend.
