I guess the best question is why wouldn’t they be there?
Word on the street is the Sea Shepherds are going to return in force and go after the shark poachers again because they were invited by the Costa Rican’s to aid in catching poachers considering they have know established military, Navy, or any way to halt illegal shark poaching. Having tourists fishing for Marlin would be of no interest to the Shepherds however being in a ”Hot Zone” when the fleet shows up. Marlin fisherman could suffer collateral damage and best be kept out of the area to protect innocent.
