?Catapult for lures?

Hi everybody!
I know a good guy who has shoulder problem. He couldn't cast but like fishing. The question is: there is some kind of catapult for lure (not bait) casting? If yes, is it legal to use that kind of catapult?

Why not a sling shot? Besides most surf fishing requires short distances.

There used to be some guy on the Columbia River who had a kind of catapult rigged up on his truck to throw heavy weights (used to keep Sturgeon baits down) waythehellandgone out into the river-it's a damned big river-he did it as a business that's why I remember him.

All you need is some old rubber tubing and an anchor of some kind really.

what's a boat?
Find a rip current and just pitch it in and leave slack in the line, if it's strong enough, it will pull it out for him.

I have a buddy who has been talking about building such a thing. I keep telling him the rod in his hand is basically a traction trebuchet.

Though that doesn't help the guy who can't cast.

If it is only one shoulder problem there is a reason to switch to another hand. Yes it is requiring some training but not impossible.
I did it. Casting not so far like by right hand but at now distance about 80% and continue to improve.

    It only works with frozen bait and a big spinning reel.

    Basically its a frozen mackerel air cannon.....sorta like the t shirt guns but less portable.
