But why the hell are you practicing casting without any intentions of going fishing? Is there some sort of casting olympics that I didn't know of?
Hahahaha! Guess you’ve never seen me casting off a boat deck! I need all the practice I can get while there is no complication of trying to bring home fish from a $200 boat ride out to the islands!

More seriously, I used to practice on the wide open grass of a park or schoolyard with no hook. Put a bucket out there for a target.

    Worst case scenario, you're still getting ticketed. I wouldn't risk it.

    To minimize the risk:
    *don't cast at a body of water with fish. Find a private reservoir, cesspool, swimming pool, drainage canal, or even a dry sump or field.
    *don't cast around wildlife or people. Anything could be misconstrued as "disturbing wildlife".
    *don't cast lures or sinkers. Use or make casting plugs. Pieces of dowel rod with an eye screw suffice.
    *being a spray bottle of water. It supports your practice assertion, plus will help you cast in dry grass circumstances.
    *follow surfgoose's advice on contact refs
