Impossible to require all yatchs or personal boaters in the harbor repower with Tier 4 engines.
Unfortunately you are wrong, just ask anyone in the trucking industry and as far as personal vehicles you are wrong also.
My ford F450 7.3 was kicked out of california even though it was bought and paid for here,Fortunately bloody decker @reel Hips wife owns a company that deals with this and was able to help me obtain a variance as it is used minimally for towing my RV only but it still cost me.
CARB is the devil and they are not only above the law they can write it anyway they want.CARB (california) is the only entity in the United states that circumvents the EPA itself and gets to do whatever they want. They dont care what you think, they have an agenda and it IS going to happen no matter what.

Not sure, but probably 95% of the cars in mexico dont have any mufflers or catalytic converters.... I would imagine every other continent doesnt have strick emissions laws like CA does. I'm not a scientist, but the air quality in SD won't improve just because the sport boat fleet has tier 4 engines. just saying.

So you think CARB is coming for the private boater diesel opporator and not the 2 stroke outboards?

China is the biggest polluter in the world. They generate more pollution than ALL the other countries in the world COMBINED. Killing China would do more for pollution reduction than Tier 4 engines.
