    Comedy!

Looked like they were in a movie theater waiting for the picture to start, with all that annoying groaning.

Bet their ears are a ringing.

not sure what you mean but here is what I found:

Potential Methods for Deterring Pacific Harbor Seals, California Sea Lions, Northern Fur Seals, Eastern U.S. Stock of Steller Sea Lions, & Northern Elephant Seals Updated October 2018

    Additional Potential Methods for Fisherman:
Visual Repellents/Noise Makers: • boat hazing, circling • pounding on hull • horns, bells, whistles • pyrotechnics (e.g., bird screamers, bangers, underwater firecrackers, cracker shells) Physical Contact: • Slingshots (no metallic/glass/sharp projectiles) • non-toxic and water soluble paint ball guns • non-lethal ammunition (e.g., rubber bullets)

so it looks like he is in the clear... and where can I get some of them!!

It's legal and not too hard to get if you're a commercial. It's federally allowed but there are regs.

Where I think he'll get into a grey area is he didn't have any fishing gear in the water and the seals weren't a "threat" at the time. It's one thing to clear them away from your fishing gear or threatening your operation it's another thing to just kill them for fun.

What we really need is to convince the Chinese that seal penises and assholes are a sexual aphrodisiac. That will put a dent in the population

Used to do this all the time in the 80s and 90s. Pretty much used all day long on the Redondo Barge when I was a kid. I don't think I've seen one used locally in a while, not sure if they were stop being used because the seals got wise to them or because they got regulated, likely both is my guess.
