Any idea what causes these stains on either side of the outdrive?

I believe it's rust from the manifolds & risers coming out of your exhaust.

As said above, bar keepers friend works great, or you could even try FSR (Fiberglass Stain Remover). Once the stain is gone go over it with some Mequiar's 50 cleaner wax.

Great. Thank you. New exhaust elbows now so maybe after cleaning the stains don’t come back for a while? 60D0959F-A137-4697-A651-34C6DE2403D3.jpeg

Ha, the exhaust manifolds are bound for a continual life of decay. They are raw iron on the inside, so rust is inevitable. The exhaust exits the two rubber elbows (where the rust is) and mainly from the back of the outdrive above the prop when the drive down. When I had that model outdrive, I just pulled the rubber elbows inside of the transom shield, and let them squirt their grime there, not recommended I'm sure, but avoids the rusty transom....
