    But if they knew 2 passengers didn't have passports or had not been sure, why by the permits. Emails had been sent out 2 weeks before the trip sailed to send in pictures of your passport

    If 2 passengers did not have passports and RRlll knew then why charge for mexican fishing permit of 90$ and 33 for FMM Visa. Can someone please explain?
