When you are under way and hit any waves water can be pushed under the rubber rub rail where the 2 hulls are put together. Check this with the garden hose when everything is dry spray it up under it and then check for water. I have had a few boats leek like that simple fix with silicon.

From what I have heard and found. You do need the (TIPS) permit and a Mexican fishing license. If not fishing with in 12 miles of land if you want to fish the islands there are more permits you will need. Its Mexico better to have it and not need it then to need it and not have it.
