Thats it in a nutshell especially the crying. If there was an easy fix we would have already done it. Welcome to the board. You will notice a bunch of different opinions and thats the great part.
Its my opinion but I really think all of us whom are concerned about maintaining healthy stocks of native fish species in Washington state need to avoid Mr. Sun Tzu. Based on what has been said and the fanning of flames, please just ignore him. If he posts a reply, just ignore it and maintain the thread as if he is not there or invisiable.
There are a lot of strong feelings about these issues but none of them will be resolved on a message board that is open to all to read whether they are a registered user or not.
Just like at the airport and other areas, "If you see something, Say something". So, if your out fishing and you see something not right, call it in, take a picture or pictures, film a video of what your observing. Then share that data with the correct LEO of juris. I believe a few weeks ago this very thing was done when a non native witnessed a tribal member club a bald Eagle in front of his kid. The fellow made a video with his smert phone and turned it over to the LEO of juris. Whether something happens or not is not really important at this point, but if enough is reported it will start to carry more and more weight and eventually something has to cave in, follow me here?

Again, I would encourage any and all users on the Washington BD board to not humor this poster any longer. That includes mud slinging, name calling, anything, just ignore that person. This person has no dog in the fight and has not observed or witnessed our declining fisheries.
It might be difficult to do, it has been for me, but ya gotta bite your tongue and deal with the issues with the means we have been left with, again, take pictures, video, voice record, etc., many here have smert phones that can do all these things, lets use them to our advantage and keep our mouths shut.
Most tribes are allowed to sell fish/crab/shellfish on the side of the road but it is required to go on the fish tickets. I have recently been educating myself on the Skokomish tribal regs for fishing/netting/sales. They aren't allowed to even drink while watching or pulling their nets. The things that I can't seem to find are the agreed upon netting regs set every year. I know for a fact that they aren't allowed to drift net the lower river below the 106 and yet they are doing every morning around 4:30 am. WDFW knows about it but they don't have anyone in the area until 6:00 am so it would take a hour or more to get anyone there that can stop them and at least turn them in to the tribal council. They are done with in 45 minutes or less netting the river. They close the upper portion of the river Monday through Thursday so they can net and not have any issues with the sport fisherman and yet they still drift net the lower portion during those days and thin out the fish stock making it harder for us to get out limits.
To top it off, their nets are supposed to be pulled at 6:00 am on the upper river on Friday and left out until 7:00 pm on Sunday. Doesn't happen, WDFW walks past the nets all the time, does nothing even with natives sitting there drinking there asses off and waiting to check their nets. The nets are required to be tagged with the natives fishing registration number, most are not. Nothing is ever done and until we all band together and stop bitching about it all, start taking video (pictures are nice but videos tell more of the story). Submit the videos to every news station, LEO and anywhere else it might get attention. The problem is the tribes think they are untouchable, we have to put pressure on them.
On a side note, I know the Skokomish tribe added two more tribal fish and game officers and yet you never see them on the river where these violations takes place. What are they paid to do, sit on their butts in the cars? Oh that's right they have been know to turn in sport fisherman to WDFW but not touch the tribal members. Of course sport fisherman nit following the regs should be turned in.

It would be great to know their rules, heck we must immediately fill out our catch record card, and Swinomish Tribal chair Brian Claboosby says his rules allow him to wait til the end if the week as he offers sockeye to officers trying to write him an infraction? How is that fair? We need to find out their rules and hold them to it!!!

You can find most of the tribes rules for fishing, netting and sales online. As far as net schedule you can find that too. What is hard to find is the small print that keeps a giant loop hole for the tribes to continue to do what they are doing.
I just got off the phone with our local WDFW officer for the Skok area. He along with some other officials are now in contact to the tribe about their netting practices on the river. the ones that they have set in place. I should be getting another call later today or a email. The WDFW officer has put in a request for overtime for himself and one other officer to be at the river during the times they are drift netting the lower river, so they can obtain evidence to show the tribal council, along with putting a stop to it.
I am impressed with the response so far from WDFW, lets hope they can get something going and I hope bring some negative light to the public on this tribe. Start with one and I hope that will help to get others to fall inline.
