I've trolled on the forums for a while now, I've been following the whole hooping bs and was wondering, did anything ever come of it? And is it included with the resident sportfishing license now? Or do I have to buy separate tags?

Yes... it was determined that they couldn't determine anything without more time spent determining what the reportcards meant, how ever it was determined that they could make some more cash while determining this at a later date, so pony up with your report card money and smile.... you may be getting fucked, but at least they aren't kissing you
