I just returned from Puerto Vallarta and while in the pedestrian line at Otay, this back packer guy from New Zealand asked me where he could go to get an exit stamp in his Passport. I told him he would have to back track and walk around the traffic lanes or leave and re-enter Mexico and get it there. He thought I was kidding him...
I guess they are finally getting their computer system working, so I'll try and send my visa to them by mail. Are they going to be mad because it has a U.S. post mark on the envelope indicating that I didn't return it before I exited the country???

Thanks for the info DawnPatrol....
I just mailed a couple back. With their computer system up and running, I figured what could it hurt?
Cheers!
